Police were called to the northbound carriageway near East Ilsley at about 4.06pm after a Scania car transporter had overturned.
No other vehicles were involved and the driver of the transporter did not sustain serious injuries.
Thames Valley Police spokesman, Craig Evry, said that it took so long for the road to be re-opened as 30 metres of central reservation had to be repaired as well as a fuel leak cleaned up.
The accident caused long tailbacks and several other roads, including the B4494 (Wantage Road), to become clogged up leaving many drivers stranded for hours.
