Appeal lodged over Aldermaston buildings





The appeal has been submitted by Malcolm Colin Roberts against an alleged breach of changing the use of land at Blacks Lake, Paices Hill, Aldermaston, from agricultural to residential, which is also used for Banger racing.
The breach includes siting four mobile homes and one sectional building, as well as the use of a workshop and metal storage containers.
The council has now served Mr Roberts with an enforcement notice to remove the buildings and cease the Banger Racing by the end of this year.
In his letter citing grounds for appeal, Mr Roberts says that the construction method of the sectional building would prevent it from being moved in one go.
He also says that as the building has remained in the same position for nearly five years it should be considered permanent and is therefore immune from enforcement action.
However, the council has said that the buildings, sited outside a settlement boundary, are “at odds with the immediate character of the surrounding land,” and that they are “low quality in terms of design and are poor additions to the landscape.”
The appeal comes after the council refused to grant a certificate of lawful use for the sectional building on July 4 this year.
Among the reasons for rejection, planners stated that the applicant had failed to demonstrate that the building had been in residential use for 10 years.
They also said that the structure could be moved as it was brought onto the site in six pieces.
A previous application to install one building on the site was refused in 2011 - along with a subsequent appeal.
The deadline for appeal representations is October 9 and must quote the appeal reference.
