Bollards for Stroud Green?
The green is owned by West Berkshire Council but is a registered Common under the Commons Act 2006 and is therefore subject to a series of bylaws, which forbids the driving or parking of vehicles on the land.
Despite this, the area has been accessed by travellers in recent years.
The application has been made by the clerk to Greenham Parish Council, John Boston, who said that the parish had wanted to install bollards to stop vehicles accessing the green as it was against the bylaws and also posed a safety risk.
The parish council also wants to install the bollards for safety reasons as more people are expected to use the Green for relaxation once the first homes at the Racecourse housing development are occupied next month.
However, as the Green is registered Common Land approval must be granted by the planning inspectorate on behalf of the secretary of state for the Department for the Environment, Food and Rural Affairs Owen Paterson.
A request from the parish council to bollard the north west corner of the Green was approved in 2010 after parked cars had destroyed the surface there.
The decision to install the bollards will be made by the Planning Inspectorate on behalf of DEFRA.
