Gypsy traveller site in Enborne likely to get approval from West Berkshire Council for retrospective planning permission
Controversial plans for a rural equestrian plot to be turned into a site for gypsy traveller caravans near Enborne are likely to get approval from West Berkshire Council.
Locals, and two parish councils, have objected to the plans – which are retrospective – as the area has already been tarmaced.
The land owner, Charles Doherty, wants to change the use of the land to allow for two gypsy traveller pitches comprising one mobile home, one touring caravan, and the proposed construction of one dayroom per pitch on land west of the pumping station on Enborne Row.
But Mr Doherty has raised the ire of some of his neighbours, 23 of whom have objected. Two are in support.
“The parishioners of Enborne seeking to change and enhance their homes are subject to the planning regulations and law'” said Deborah Garrett.
“Many have formally sought permission and repeatedly been rejected but always prior to any work being commenced. To grant this application would set a dangerous precedent. It would give clear signals to others that West Berkshire is easy prey and naïve when considering such applications.”
The site has been previously approved for construction of stabling and hardstanding. The unauthorised works currently on-site including hardstanding and the installation of mobile homes and vehicles, which commenced on June 2, 2022.
A temporary stop notice was served on the site on June 6, 2022.
Previously the land has been overgrown and subject to fly-tipping – something Mr Doherty has previously claimed to have spent time and money clearing and tidying.
He said at the time the council issued the stop notice on him that he wanted his children to grow up in a nice area and get a good education – something that had been denied him.
A report to West Berkshire’s western area planning committee, which will decide the matter this week, says that “whilst this has now been removed which has resulted in visual improvement of the land, it is considered that very limited weight should be applied to this consideration”.
It goes on to say “the application site makes a contribution to the overall supply of gypsy and traveller pitches within the district. The proposal helps to meet the council’s short term need for sites which carries a significant weight within the planning balance.
“Concerns were raised with regards to ecology, flooding and drainage however further information has been provided and assessed by consultees and deemed acceptable subject to conditions. Therefore, this weighs in favour of the proposal.”
Planners are recommending the site gets approval, subject to drainage measures being implemented.
