If approved, the district will be the only one in Berkshire to raise its council tax above 1.9 per cent.
If approved, tax-payers from an average Band D property will pay an extra £24 per year.
A petition, containing about 1,000 signatures, will also be presented to the council at the meeting, opposing the proposal to introduce on street car parking charges.
Questions have also been submitted on issues including speed enforcement and Traffic Regulation Orders within the district, an issue highlighted by Newburytoday.co.uk earlier this month.
The meeting is open to the public and is being held in the council chamber at the Market Street offices, Newbury, at 6:30pm.
