RMV Architecture – on behalf of Young Estates & Land LTD – made the application for the land behind 12 Chapel Street to 16 Chapel Street.

The site has been the subject of two planning application, both of which were dismissed.

But the most recent application had been recommended for approval.

The developer also made an appeal but this was dismissed too.

In response it has submitted this lower density plan with revised two-way access onto Chapel Street.

It comes after inspector comments that a single lane access would compromise highways safety.

At the time the agent, Sean Kelly, speaking on behalf of his clients, said the grounds for refusal were unsubstantiated.

The property is not listed and not protected but falls under an area Thatcham Town Council wish to include in its conservation area.

Another application at this site, originally submitted in 2019, for the demolition of three existing dwellings and construction of 17 one- and two-bedroom apartments, including parking and stores, was also refused by West Berkshire Council.

In March this year prior approval was sought for the demolition of 16 Chapel Street.

The council responded to say that prior approval would be required as to the method of demolition and any proposed restoration of the site.
