Halfpipe decoration out of the blue

Chairman of the Victoria Park Working Group David Allen (Lib-Dem, Newbury), has said the people involved are not in trouble, but would like to know who is behind the painting, describing it as a “complete mystery.”
Mr Allen said the council is “mystified as to why someone would want to paint it.”
