In 2008, West Berkshire Council committed £900,000 of taxpayer's money to ensure that 37 of the 147 homes were affordable units following SLI's claims that it couldn't afford to build any.
The 37 units were completed in early 2013, but are still sat empty 18 months later.
In other news, a thieving One Stop shop manageress has been told to repay more than £15,000 – or stay behind bars.
The disgraced 46-year-old was given the ultimatum by a team of top judges at the Criminal Appeal Court in central London.

Also, a Tilehurst cat owner has spoken of his devastation after his beloved young pet was found with its head and tail removed last Tuesday – the second such incident in the area in two years.
Police are hunting for the culprit.
Meanwhile, Newbury-based costume retailer Joker’s Masquerade has responded to fierce criticism for stocking “Skitzo” costumes for Halloween.
Mental health charities had previously condemned the retailer which has since hit back at the condemnation, calling it a “rifled attack”.
This week’s commemorative coverage marking the centenary of the First World War’s outbreak focuses on Newbury soldier George Warwick.
Lance-corporal Warwick was captured by the Germans on the second day of The Battle of the Somme in July 1916. While in captivity, George found serenity in painting; producing works from memory. He even used his own hair to make bristles for a paintbrush.
