List of final housing sites across 27 West Berkshire sites identified




Sites to be discussed at special meeting tomorrow (Thursday)

WEST Berkshire Council has revealed its final list of preferred housing sites across the district, and south Newbury and Greenham are again to bear the brunt.

The council has identified 27 sites to accommodate 1,600 homes in its Housing Site Allocations Development Plan Document (DPD).

The DPD also looks at moving settlement boundaries as well as allocating sites for gypsies, travellers and travelling showpeople.

The council said that the DPD will help protect the district from unwanted development and provide added protection to the countryside.

The final list follows a public consultation on 38 sites identified last year.

The sites are split across four areas of the district; Newbury and Thatcham; the east Kennet valley; the eastern urban area; and in the Area of Outstanding Natural Beauty.

Between 140 and 160 properties have been identified to be built on land to the north of Haysoms Drive and land adjoining Equine Way in Greenham.

A further 95 homes have been rejected in the document but could be delivered later in the council's development plan.

Other sites include approximately 100 homes between Bath Road, Lambourn Road and the A34 in Speen; Thatcham’s Lower Way field is outlined for approximately 87 homes; 140 homes are outlined for the Pirbright Institute at Compton; land adjoining Pondhouse Farm, Clayhill Road in Burghfield Common could see 100 dwellings; and 100 homes are on a preferred site off Salisbury Road in Hungerford.

Several sites originally considered for development were rejected following last year's consultation – which received 8,500 responses.

The DPD will go before councillors for approval at a special meeting at St Bartholomew’s School, Newbury, at 7pm tomorrow (Thursday, November 5).

Doors will open at 6.30pm, with limited capacity for 150 people seated and around 100 people standing.

The meeting will also be live-streamed on YouTube.

The council has said that as it is a special meeting it will not be accepting questions from councillors or the public.

If approved next Thursday a formal consultation on the document will run from November 9 until December 21.

The document will then be submitted to the government for examination, with comments from the previous consultation included.

Rejected Sites

Newbury

Land on two further sites in south east Newbury for 30 and 65 homes have been rejected from the DPD but could come forward later in the council’s plan

Land at Moor Lane depot – 40 homes – rejected over concerns about access

Land at Cold Ash Hill – six homes – rejected because the principle of development was not acceptable in landscape terms

Mortimer

Land adjoining West End Road – 47 homes – and 100 homes on land south of St John’s School, The Street – the council will not allocate sites in Mortimer because the parish has a neighbourhood development plan. However, the council will require the parish to allocate around 110 homes

Woolhampton

Land north of Bath Road – 20 homes – only one site to be allocated in the village

Eastern Urban Area

Turnhams Farm, Pincents Lane – 285 homes – concerns over highway impact to the site and IKEA. The site will be reviewed following the completion of IKEA

Land to the east of Long Lane and south of Blackthorn Close – 30 – flood risk on Long Lane and Highways impact on Sulham Hill

Theale

Former sewage works – 88 – Access concerns and would require buffers between the site which are not considered appropriate

Land at junction 12 – 50 – Site in flood zone two. Other suitable sites are available

Hungerford

Eddington sites – 87 – Only one site required in Hungerford. A number of issues on this site which could impact on deliverability in the short term

Lambourn

Land between Folly Road, Rockfel Road and Stork House Drive – 24 – site is associated with the racehorse industry and would be contrary to policy

Pangbourne

Land at Green Lane – 36 – Roads are narrow and unsuitable for additional levels of traffic. Road widening not possible
