Temporary traffic lights and a collapsed manhole between the George Road junction and Ashford Hill junction have caused the delays.
The queues are reportedly stretching southbound from near The Star Inn at Kingsclere to The Swan Inn roundabout at Newtown.
Northbound, the traffic is queuing from Kingsclere back to past the Wolverton junction.
Some motorists have taken to social media to say that it had taken them ten minutes to move 400 metres.
