Specifically, Mr Lay admitted that on Tuesday, February 1, being a relevant offender within the terms of Section 80 of the Sexual Offences Act 2003, he failed without reasonable excuse to notify the relevant authorities of a bank account and bank card he had acquired.

Magistrates ordered pre-sentence reports.

Mr Lay was meanwhile released on unconditional bail.
