Man who exposed himself ordered to compensate victim

A MAN who exposed himself to a woman walking her dog has been ordered to pay her compensation.

Noel Stephen Slattery must also take part in a court-ordered Sex Offenders’ Programme.

At a previous hearing, Newbury magistrates heard how the woman was walking her dog when she came across the 42-year-old, of Burys Bank Road, Greenham, watching porn on his mobile phone while committing a sex act.

The incident happened in daylight in a busy Thatcham street, the court was told, and it was not the first time he had been arrested for a sex offence.

Mr Slattery admitted intentionally exposing his genitals, intending that someone would see them and be caused alarm or distress, in Agricola Way, Thatcham, on April 18.

He has no prior convictions but has received a police caution after admitting a similar offence, magistrates were told.

Phil Kouvaritakis, defending, said it was 15 years since his client had received the police caution.

He added: “In this latest instance, the arresting officer opined: ‘I believe medical or psychological intervention is necessary in order to prevent more serious offending’. I concur with that. The probation service have agreed to provide a report.”

Magistrates agreed and adjourned the matter to be dealt with by a sentencing bench sitting at Reading.

At the recent sentencing hearing Mr Slattery was made subject to a community order with the requirement that he participate for 50 days in the accredited Sex Offenders’ Programme.

In addition he was ordered to pay £85 costs plus a statutory surcharge of £80.

Finally, magistrates ordered Mr Slattery to pay £200 to his victim in compensation for the distress he caused her.
