In February 1995, Newbury District Council invited some local people with disabilities to try out some new electric buggies which would become available later in the year under the Shopmobility scheme. Newbury Volunteer Bureau (now Volunteer Centre West Berkshire) ran the scheme from an office in the Pembroke Road multi-storey car park behind WH Smith's. Scooters were lent, free of charge, to anyone with mobility problems who wanted to go shopping in the town. The trial was a great success, and the Shopmobility scheme was the first of its kind in Berkshire.
