Police were called to the multi-car pile up between junction 15 (Membury) and junction 14 (Hungerford) of the motorway at about 7.34am.
All lanes of the carriageway were initially closed for recovery but by 8.30am the Highways Agency started to re-open the lanes.
Thames Valley Police spokeswoman, Rhianne Pope, said it was believed that the drivers only suffered minor injuries.
Fire crews from Wiltshire, Hungerford and the heavy vehicle unit from Dee Road attended the incident at 8.19am.
Nobody was trapped but all the vehicles were made safe by the crews.
The accident has caused long delays.
