According to Lee Glover, the watch manager of Blue Watch at Newbury Fire Station, one pump was called from Newbury at 5.05pm and another from Kingsclere, to Enborne Kennels and Cattery, in Enborne Street.
An electrical box on the premises had short circuited, according to Mr Glover and caused paper and cat litter to set alight.
Five cats were evacuated from the premises before firefighters arrived.
A woman was treated by ambulance services at the scene for smoke inhalation.
The building was badly affected by smoke and firefighters used high pressure ventilation fans to clear the smoke.
The incident was closed by the fire service at 7pm.
