The Newbury, in Bartholomew Street, applied to West Berkshire Council to put eight tables and 16 chairs adjacent to the pub.
The application was submitted by Bristol company, TLT LLP on behalf of Spirit Pub Company (services) Limited.
Newbury Town Council raised objections to the plans on the grounds of public safety.
A statement by the applicant said that the proposal would seek to minimise disruption to the public highway and that it would not cause any loss of local amenity, would not affect the entrance to the property or cause any obstructions.
