Preferred options for housing in West Berkshire revealed
THE following sites are West Berkshire Councils preferred options for new housing in the district.
The sites, and accompanying notes, are outlined in the councils Housing Site Allocations Development Plan Document, which councillors voted to go out for public consultation at a meeting this week.
The consultation period begins today (Friday) and runs until September 12, 2014. Copies are available at council offices, libraries and on the council website.
Newbury
Land north of Newbury College - up to 23 dwellings. It is adjacent to Sandleford Park and close to local facilities with a number of walking and cycle routes into the town centre.
Land at Bath Road, Speen - More than 100 homes. Speen allotments will need to be retained or reprovided.
Land at Coley Farm, Stoney Lane - up to 75 homes.
Land to the north of Haysoms Drive and land adjoining Equine Way - Up to 120 homes.Between the Newbury and Greenham settlement boundaries and part of a former landfill site
South of Warren Road - Up to five homes. Currently used as a vegetable plot ancillary to a residential property.
Land at Moor Lane Depot - Up to 40 homes.
London Road Industrial Estate - The masterplan is being prepared and it is not yet possible to identify the site for allocation.
Thatcham
Lower Way - Up to 87 homes. The site forms part of the Thatcham Moors Nature Reserve although it does not contain any protected species that would prevent development.
Cold Ash
Land at Poplar Farm - could accommodate up to 20 properties on a site which is partly previously developed land. Will need senstitive design as there is a listed building on the site
St Gabriel’s Farm - A small adjacent to existing properties on the Ridge, approximately six houses could be accommodated
Land at Cold Ash Hill - up to six houses
Burghfield Common Land to the rear of The Hollies Nursing Home, Land opposite 44 and 40 Lamden Way - together they have development potential for up to 85 dwellings
Land adjoining Pondhouse Farm, Clayhill Road - Only the western part of the site adjoining the existing settlement is being considered for allocation around 105 dwellings
Mortimer
There are two options as the parish council has a Neighbourhood Development Plan. The parish council allocates sites or West Berkshire allocates sites.
Land adjoining West End Road - west of the existing settlement boundary potential for 47 dwellings
Land to the south of St John’s Church of England School, Victoria Road - 100 dwellings.
Access is an issue which needs resolving before it could come forward. Probable that the site will be phased to come forward later
Woolhampton
There are two alternative proposed sites both to the north of the A4 one at the eastern and one at the western edge of the village
Land north of Bath Road - could accommodate around 20 dwellings, development would need to take into account the oil pipeline that crosses the northern boundary and electricity pylons.
Adjacent to ancient woodland Land to the north of the A4 - approxiametly 30 dwellings located on the edge of Woolhampton between the Village and the garage to the east
Hungerford
Land east of Salisbury Road - just over five hectares of the site between Salisbury Road and John O’Gaunt School is allocated for about 101 dwellings. There may be potential to provide a site for a new primary school on land adjacent to the John O’Gaunt site as part of the scheme
Eddington Sites: Hungerford Veterinary Centre; Folly Dog Leg Field land at Eddington and Hungerford Garden Centre - being viewed as a single location as an alternative to the land east of Salisbury Road. Potential for 87 dwellings. Sites lie within a groundwater emergence zone
Lambourn
Land adjoining Lynch Lane - approximately 56 dwellings. The developable area excludes the part of the site at risk from flooding
Land between Folly Road, Rockfel Road and Stork House Drive - 24 dwellings approx
Pangbourne
Land at Green Lane - approximately 36 dwellings
Land north of Pangbourne Hill and west of River View Road - 35 dwellings The area for development has been assessed using information from the Landscape Assessment which has advised that the development of the whole area would have a significant impact upon the western side of Pangbourne.
Bradfield Southend Land off Stretton Close - has potential for about 12 dwellings
Chieveley
Land adjacent to Coombe Cottage, High Street - small site for approximately seven dwellings
Compton
Pirbright Institute Site, High Street - at low density approximately 140 dwellings could be accommodated. Parts of the site fall within flood zones and groundwater emergence zones
Great Shefford
Two sites were proposed but owing to the severe flooding earlier this year no additional development is now proposed
Hermitage
Land off Charlotte Close - approximately 16 dwellings
Kintbury
Land to the east of Layland Green - approximately 13 dwellings
Tilehurst
Turnhams Farm, Pincents Lane - on the edge of the AONB linking Tilehurst to the Calcot retail park, up to 285 dwellings. The site was refused planning permission, which was upheld at an appeal. The proposed development takes into account these findings and has reduced the developable area. Any housing proposal would need to account for the expected traffic generation to and from Ikea during the pm peak periods and weekends.
Stonehams Farm -up to 44 dwellings
Land to the east of Sulham Hill - up to 29 homes
Land to the east of Long Lane and south of Blackthorn Close - up to 30 dwellings
Purley-on-Thames
Purely Rise - 34 dwellings, also promoted as an alternate option as a site for Gypsies and Travellers
Calcot
Land adjacent to junction 12 of M4, Bath Road, Calcot - 50 to 100 properties
Land adjacent to Bath Road and Dorking Way - up to 24 dwellings
Theale
North Lakeside - approximately 50 dwellings
Land between A340 and The Green - up 125 dwellings
Land at junction 12 - up to 50 dwellings Former sewage works - up to 88 dwellings
Preferred Options for Gypsies and Travellers
New Stocks Farm, Paices Hill, Aldermaston - located next to the existing privately run Gypsy and Traveller site at Paices Hill, which has 39 pitches. It is proposed that the site is suitable for nine permanent pitches.
Clappers Farm corner of Bloomfieldhatch Lane and Cross Lane approximately three miles southwest of Junction 11 of the M4. It is proposed for up to eight pitches.
Padworth Farm, Rag Hill, Aldermaston - could accommodate one pitch
Preferred Option for Travelling Showpeople
Circus Headquarters, Longcopse Farm, Enborne existing four caravans and the storage of equipment for Zippos Circus. Proposed that the 24 site requirement could be accommodated at this site.
