Newbury could not make up for a poor start that saw them 20 points down to tries from Jack Graves and Pat Birch, both of which were converted by James Driscoll, who added two penalties.
Newbury closed the gap with winger Tom Martin touched down twice from Dan Thorne cross-kicks with Thorne converting the first score but Windsor held on solidly for their second win of the season.
